OK all you ""Parents" I have a question what would you have done here?

Yesterday I went outside without my son Charlie as he was in the house with his dad.

We where getting ready to run to Sonic to grab dinner.

So I went down to see if a friend needed anything while we where out.

 Charlie comes outside on his scooter and begins to look for me.

A neighbor helps him and I am standing where he can see me.

So I call him to let him know where I am.

I thought his dad was downstairs with him as he starts into the parking lot.

Only he was still upstairs.

Charlie rides the scooter over to where we are and rams right into me almost knocking me down right in front of the manager of the apartment and one of the neighbors.

He hits me hard enough that my arm was throbbing.

I tell him to get off the scooter and get back upstairs he refuses.

So I grab him and walk him upstairs half way there he pulls away and I end up having to carry him up the stairs.

 I get him inside and I am barely breathing from caring him up the stairs.

 I let David know what has happened and ask him to get on him as I can not breathe right then.

Davids  answer was why it is not my place,  I did not see it.

By then I am furious with the both of them.

I demand David to go back downstairs and grab both of the scooters and put them in the dumpster as this is not the first time he has tried to hurt someone with them.

Instead David puts them in the car.

Today it is a Pretty day and Charlie is wanting to go to the park and ride his scooter would you let him?

 I know he is only 4 and so I am not sure what to do or how long to take the scooter away as I know they do not remember things the way we do.

Another incident we are having is if he gets upset is he tells people in a not nice voice not to speak to him and he got in trouble for this yesterday morning.

Plus he is always interrupting grown ups and I have told him to hold his hand up if he wants to speak which he is getting better at.

But there is still times I have to remind him I am talking and when I do he gets mad.

Are all 4 year olds this way?

If not am I doing something wrong?

 Do I need to get him to a counselor?

 I am so Lost that I just do not know what to do and I need some help fast I feel like I am losing my mind and it is causing David and I to snap at each other.

 Normally if it is just Charlie and I he is perfect.

Its just when others are around and I do not know how to handle it.

Then I also have the issues of his not wanting to share his toys as we have a little boy downstairs that has been coming out in the afternoons to play cars and what ever he gets to play with Charlie trys and take it.

It does not matter if it is Charlies or Nat he still takes it.

I think some of the time he is trying to show Nat stuff but we are trying to get Nat used to sitting down but it is not working as Charlie takes the toys away.

 Or Charlie decides to ride his scooter which makes Nat want to get up and chase him.

How can I get both boys to sit down and play together?

 Mind you one is 4 and one is 2.
